I have made a couple changes.

1. In most cases Wiki Canada and Wikimedia Canada can be used interchangeably, but when legal documents are being considered the proper legal name should be used.
2. The matter of the Chapter Agreement needs to be viewed in a broader context of contractual arrangements. As a corporate entity we are the equal of any other corporate entity, including the Wikimedia Foundation. Agreements with other entities are to be negotiated, not merely submitted for approval. Preferably, negotiations should precede approval. I have adjusted the wording to reflect that broader view of contractual arrangements. You may want to change the template parameter to reflect that.
